      The State Duma adopted in the third reading a law that provides for strengthening control over grain circulation, Interfax reports.

      We are talking about expanding state control over the timely repayment of the shipping document for a consignment of grain or grain processing products (SDIS) in the Federal State Information System "Grain".

      The bill (N1148367-8) was introduced into the lower house of parliament by a group of deputies in February this year. According to the authors, the changes will make it possible to better monitor the actual movement of grain both for export and within the country.

      According to the explanatory note, manufacturers are now required to record all operations of acceptance, shipment, transportation, storage, and sales of grain and its processed products in the federal state information system (FSIS) “Grain.” For this purpose, an SDIS is issued - an accompanying document for the batch. After completion of the operation, the SDIZ must be redeemed in the system within the specified time frame, i.e. the fact of acceptance of the batch, transfer of ownership and completion of the corresponding operation must be confirmed in the system.

      However, in practice, many manufacturers commit violations when repaying SDIZ. As of May 2025, more than 105 thousand SDIZ (volume of over 2.7 million tons) were not repaid, that is, they remained unconfirmed, and about 94.3 thousand, or 11.3%, SDIZ formed in 2025 were not repaid on time. “At the same time, liability for failure to provide the specified information to the FSIS “Grain” is not provided,” the explanatory note noted. According to the authors, the entry by commodity producers of unreliable and incomplete information may indicate an intention to hide data about the real actions of the commodity producer.

      The law adds to the subject of state control compliance with mandatory requirements for working in FSIS, obliges market participants to provide reliable and complete information to the system, and to make timely repayment of SIZ after completion of operations.

      According to the authors, the adoption of the law will strengthen the traceability of grain and processed products and improve the quality of government supervision over the safety and quality of grain products.

      The law comes into force on March 1, 2027.
