The Ministry of Agriculture of the Russian Federation proposes to reduce the maximum prices for wheat, upon reaching which purchase and commodity interventions can be carried out in the 2026/27 agricultural year (from July 1, 2026 to June 30, 2027). It is proposed to increase prices for rye, and to leave prices for barley at the same level, as follows from the draft order of the department posted on the website regulation.gov.ru, Interfax reports.
Prices are determined for all regions of the Russian Federation, they are agreed with the Federal Antimonopoly Service of Russia.
The maximum minimum prices for 3rd class wheat during purchasing interventions are proposed at 14,630 rubles per ton with VAT (14,850 rubles in the 2025/26 agricultural year), 13,300 rubles excluding VAT (13,500 rubles), 4th class wheat - accordingly 13,970 rubles (14,190 rubles) and 12,700 rubles (12,900 rubles), for rye not lower than 3rd class - 12,320 rubles (11,770 rubles) and 11,200 rubles (10,700 rubles), for barley - 12,540 rubles (12,540 rubles) and 11,400 rubles (11,400 rubles).
For commodity interventions, maximum maximum prices are determined. Thus, the price for 3rd class wheat is proposed at 16,060 rubles per ton with VAT (16,390 rubles in the 2025/26 agricultural year) and 14,600 rubles without VAT (14,900 rubles), 4th class - 15,400 rubles (15,620 rubles) and 14,000 rubles, respectively (14,200 rubles), for rye not lower than 3rd class - 13,530 rubles (12,980 rubles) and 12,300 rubles (11,800 rubles), for barley - 13,750 rubles (13,750 rubles) and 12,500 rubles (12,500 rubles).
The mechanism of commodity (sale of grain from the state intervention fund) and procurement (purchase of grain by the state) interventions has been operating in Russia since 2001. It is aimed at stabilizing prices on the grain market and supporting agricultural producers. When prices rise sharply, the state sells grain from the state fund and thereby stops the rise in price; when prices fall, it removes excess grain from the market in order to stop its reduction in price.
The fund contains about 4 million tons of grain, a significant part of it is wheat. At the end of December 2024, the government approved the sale in 2025 of up to 3 million tons of wheat, rye and barley from its reserves. Commodity interventions continued until June 2025 inclusive. According to the National Commodity Exchange (NTB), from January 27, 2025 to June 30, 2025, 282.18 thousand tons of grain were sold for 3.7 billion rubles.
