The Ministry of Agriculture of the Russian Federation plans to link the provision of preferential loans to farmers for seasonal field work with crop insurance, Interfax reports citing First Deputy Minister of Agriculture Elena Fastova.
“We are discussing the launch of preferential loans for seasonal work with mandatory crop insurance from 2027. It is especially important for this mechanism to work in regions that are more susceptible to natural disasters,” Fastova said.
She cited the example of the Rostov region, which, according to her, has been suffering from drought and frost for three years. “This year, farmers of the Rostov region came out with a request to extend their loans, which we did. But this support measure is temporary, you must use insurance in order to protect yourself first,” she emphasized.
“Next year, I’m sure, we will cross the threshold of 20% of insured areas in the country; many are already consciously going into insurance,” Fastova emphasized.
According to her, taking into account the already announced plans of farmers, the share of insured crops could reach 20.4%. This will also be facilitated by a reduction in marginal subsidized tariff rates by 30%. “This is very important for farmers. Insurance should become cheaper,” she said.
Fastova also said that animal insurance coverage in 2026, like this year, should be 47%.
Speaking about the prospects for agricultural insurance with state support in new regions, Fastova said that it could begin in 2027, when accurate statistical data will appear after the census.
