Ministry of Agriculture of the Russian Federation has prepared a draft amendment to the procedure for preferential lending to farmers in regions where there is a surplus of grain, reports Interfax.
As reported in the explanatory note to the document posted on the website regulation.gov.ru, the project provides for “the extension of preferential short-term loans for enterprises engaged in crop production in the constituent entities of the Russian Federation, in which the volume of production of grain and leguminous crops exceeds by 190 percent the volume of their consumption and is at least 2 million tons.” The same measure is provided for farmers in regions in whose territories a man-made emergency situation of a regional nature occurred, resulting in a restriction in the production, sale and transportation of agricultural products.
In addition, it is proposed to restore the preferential rate for a period of up to one year on preferential short-term loans attracted in 2025 and 2026 and transferred this year to a commercial rate for borrowers whose share of income from the sale of grain and leguminous crops in the total income from the sale of goods (works, services) is at least 70% for the calendar year and who operate in regions where there is a grain surplus.
As reported, in addition, to intensify the sale of grain, the Ministry of Agriculture is considering alternative export routes to the Azov-Black Sea basin, as well as purchasing interventions in the amount of 1 million to 3 million tons. Export demand for grain has decreased due to problems with shipping in the southern regions and damage to port infrastructure by Ukrainian drones.
