The requirement to provide an agricultural insurance agreement to obtain preferential short-term loans for the development of crop production will come into force on January 1, 2029. This follows from the decision on the procedure for providing subsidies to Russian credit organizations and the state corporation VEB.RF to compensate for lost income on loans issued to agricultural producers at a preferential rate, the portal writes field.rf.

The requirement applies to cases where the borrower attracts preferential short-term loans in a total amount of over 200 million rubles for the purpose of developing the crop production sub-sector. For example, for the purchase of fuels and lubricants, chemical and biological plant protection products, mineral, organic and microbiological fertilizers, seed material of domestic selection of agricultural crops, growth regulators and planting material.
From 2029, the borrower will be required to submit to the authorized bank an agreement (copy) of agricultural insurance against the risks of loss (destruction) of agricultural crops. The contract must be concluded no later than 30 working days after the end of sowing or planting of an agricultural crop (with the exception of perennial plantings, as well as perennial grasses sown in previous years). An alternative option is an agreement concluded in accordance with Federal Law No. 260-FZ of July 25, 2011 “On state support in the field of agricultural insurance”, submitted within 30 working days from the date of its conclusion.
