The Government of the Russian Federation has approved a resolution establishing a special procedure for the export of wheat, corn and soybeans produced in the Primorsky Territory, Amur and Kaliningrad regions. The document was signed on December 27, 2025 and comes into force on January 1, 2026.
According to the decree, tariff quotas are introduced for the export of these agricultural crops outside Russia to countries outside the Eurasian Economic Union. Exports within these quotas will be carried out on preferential terms, while supplies in excess of the established volumes will be subject to normal export customs duties.

For other regions, as well as for exports in excess of the specified volumes, standard export customs duties are applied.
Application procedure
The distribution of tariff quotas will be carried out by authorized officials of the constituent entities of the Russian Federation on the basis of applications from participants in foreign economic activity. Export of products within the quota is possible only with a license issued by the Ministry of Industry and Trade of the Russian Federation.
The resolution also makes changes to the current rules for the application of export customs duties, including clarification of the procedure for collecting duties on soybeans when exported outside the Eurasian Economic Union.
The government emphasizes that the introduction of tariff quotas is aimed at regulating export flows, supporting the domestic market and taking into account the regional specifics of production and logistics.
