The Government of the Russian Federation signed a resolution on the volume of the tariff quota for the export of wheat, meslin, barley and corn from Russia outside the Eurasian Economic Union. In total, it will be 20 million tons. The volume of quota for the export of rye is 0 tons.
The quotas will be valid from February 15 to June 30, 2026.
“The decision will make it possible to maintain an optimal balance between the domestic grain market and the supply of these products abroad. It was made taking into account the forecast indicators for the production and consumption of grain crops on the Russian market,” the statement says.
Tariff quotas do not apply to the export of grain for the provision of international humanitarian assistance to foreign countries on the basis of decisions of the Government.
The size of the quota for the export of grain crops was approved at a meeting of the subcommittee on customs, tariff and non-tariff regulation of the Government Commission for Economic Development and Integration in October 2025.
The Russian Federation began to impose quotas on grain exports in 2020. The restrictions were introduced from April 1 to June 30 and amounted to 7 million tons. From February 15 to June 30, 2021, a new quota was in force, its volume amounted to 17.5 million tons. At the end of 2021, the government decided that the quota would be annual, valid from February 15 to June 30.
In 2022, its size was 11 million tons, including 8 million tons of wheat. In 2023 - 25.5 million tons without division into types of grain. The quota for 2024 was 28 million tons (at first it was approved at 24 million tons, then a decision was made on an additional quota of 4 million tons), it also did not provide for the specific division of grain. In 2025, the quota for wheat and meslin was 10.6 million tons, for barley, rye and corn - 0 tons.
Outside the quota, the rate is 50%, but not less than €100 per ton.
The export potential for grain in the current season (July 2025 - June 2026) is estimated by the Ministry of Agriculture of the Russian Federation at 53-55 million tons.
