The Arbitration Court of the Rostov Region rejected the former owner of the grain trader Rodnye Polya, Pyotr Khodykin, in a claim against the Federal Antimonopoly Service of Russia, where he challenged the recognition of the company as an economic society of strategic importance for the defense and security of the country, writes the business publication Abireg.
The meeting was held behind closed doors; the reasoning for the decision has not yet been published. Khodykin's defense has already announced plans to file an appeal.
The entrepreneur asked that the decision of the Federal Antimonopoly Service of the Russian Federation to include Rodnye Polye in the list of strategic companies be declared illegal. The Prosecutor General's Office of the Russian Federation entered the process as a third party.
According to the position of the supervisory agency, the share of “Native Fields” in the grain transshipment market in the Azov seaport exceeds 20%, which automatically classifies the company as strategic. At the same time, foreign control through offshore structures was revealed, and the final beneficiary is Khodykin, a citizen of the Federation of Saint Kitts and Nevis and a resident of the UAE. The company itself estimated the market share at about 18% and insisted that this did not reach the threshold of strategic status.
According to the claim of the Prosecutor General's Office, filed at the end of 2024, 100% of the shares of Rodnye Polye were withdrawn in favor of the Russian Federation, in February 2025 the Federal Property Management Agency became the owner, and in May management was transferred to RSHB-Finance LLC. The financial performance of the grain trader, against the backdrop of conflicts and a change of owner, deteriorated sharply: at the end of 2024, the company’s net profit decreased by 4.3 times, to 5.55 billion rubles, revenue - by 3.3 times, to 98.62 billion rubles.
Rodnye Polya LLC (formerly RIF Trade House) is the largest national grain exporter based in Rostov-on-Don. The company was founded in 2010, the authorized capital is 2.36 billion rubles. The company's assets include 11 sea vessels, railway rolling stock, a cargo terminal and more than 200 infrastructure facilities. Operates in the port of Azov, Rostov, Astrakhan, Tuapse, Novorossiysk, the port of Caucasus, as well as more than 20 river ports.
