State procurement interventions in the grain market may begin at the end of October, Minister of Agriculture Oksana Lut said on the sidelines of the Bioprom-2026 forum.
“The budget has been agreed upon for us. Therefore, I hope that procedurally, now we must select the bank and from the end of October we must begin purchasing,” she quotes as saying Interfax.
The selection of elevators is currently underway. “First, we need to select elevators; <previously> there were few selected elevators. We need elevators for 3 million tons, but so far the owners of the elevators have given us a <storage volume> of 1.3 million tons. Therefore, we will then announce a second competition to reach 3 million tons,” she said.
In 2026, against the background of difficulties faced by farmers with the sale of grain due to problems with logistics in the Azov-Black Sea basin, the Ministry of Agriculture plans to carry out state purchases of grain (wheat and rye) in order to support producers. It is expected that they will take place in 2026-2027 in 14 regions, their volume will be 3 million tons.
The intervention agent, the United Grain Company, on behalf of the Ministry of Agriculture, is selecting custodians of the state fund grain. It takes place in 14 regions (Krasnodar and Stavropol territories, Voronezh, Kursk, Lipetsk, Tambov, Ryazan, Volgograd, Rostov, Orenburg, Penza, Samara, Saratov, Ulyanovsk regions).
