The Legislative Assembly of the Rostov Region appealed to Deputy Prime Minister of the Russian Federation Dmitry Patrushev with a request to take additional measures to support farmers against the backdrop of disruption of shipping in the Azov-Black Sea basin and interruptions in export logistics. The deputies made the decision at a meeting of the regional parliament on September 17, writes Kommersant.
As noted by the Deputy Chairman of the Legislative Assembly, head of the Committee on Agrarian Policy Vyacheslav Vasilenko, the region’s farms this year harvested 13.6 million tons of early grain and leguminous crops. However, due to the current situation in the Azov-Black Sea basin and the work of ports, the possibilities for exporting these products to foreign markets have been significantly reduced.
“There are practically no logistics for supplying grain produced in the Rostov region for export,” Vasilenko said. According to him, the alternative logistics routes currently being created are not able to fully compensate for problems with the sale of crops, which creates additional difficulties for agricultural producers.
In an appeal to the federal government, regional deputies proposed extending the terms of preferential lending to agricultural enterprises by a year and providing a deferment on leasing payments. Another measure is the purchase of 5 million tons of wheat for the intervention fund at a price of at least 15 rubles. per kg.
In addition, deputies propose introducing restrictions on the bankruptcy of agricultural producers or establishing a moratorium on such procedures until December 2027. They associate the need for this measure with the risk of financial problems for farms that, due to violations of export logistics, cannot sell the grain they produce in a timely manner.
The problem has already become the subject of discussion at the federal level. As reported by the Governor of the Rostov region Yuri Slyusar, Ministry of Agriculture of the Russian Federation is considering the possibility of a temporary moratorium on the bankruptcy of farmers, as well as maintaining the status of agricultural producers for enterprises in the event of a forced lack of grain sales. Additionally, partial compensation of costs for winter sowing is discussed.
Other federal measures under consideration include the extension of preferential short-term loans, deferment of leasing payments, per-hectare support for sowing, and provision of farms with mineral fertilizers and fuels and lubricants. The implementation of government procurement interventions to stabilize domestic grain prices and facilitate its sale is also being discussed.
Despite problems with export logistics, the Rostov region does not intend to reduce the area under winter crops. Farms in the region have already started sowing; it is planned to occupy about 2.8 million hectares for the 2027 harvest. A year earlier, 2.81 million hectares were sown with winter crops.
In 2026, the region significantly increased the production of early grain and leguminous crops. The gross harvest reached 13.6 million tons, which is 1.7 times higher than last year. Including, 12.2 million tons of winter wheat were harvested with an average yield of 42.6 c/ha.
Since August 28, a regional-level emergency situation has been in effect in the Rostov region due to disruptions in the operation of ports and disruption of shipping in the Azov-Black Sea basin after attacks by Ukrainian armed forces. According to regional authorities, this led to the accumulation of significant volumes of agricultural products among agricultural producers.
