• The Russian government has extended restrictions on the import of certain types of seeds from unfriendly countries until the end of 2026. They will affect seeds of potatoes, wheat, rye, barley, corn, soybeans, rapeseed, sunflower and sugar beets. Seeds from unfriendly countries can be imported within the framework of quotas established by the Cabinet of 15 thousand tons.
• From December 10, NTB is launching a test mode of anonymous spot trading in wheat. Bidding will be held for 4th grade wheat with 12.5% protein in the format of a two-sided anonymous auction, where buyers and sellers submit counter bids with price and volume. Transactions are made when the parameters match.
• Grain transshipment in the sea ports of the Russian Federation in January-November 2025 fell by 34.2% compared to the same period last year and amounted to 46.5 million tons.
• The Ministry of Agriculture maintains a preferential lending mechanism for 2026, according to which the rates on such loans depend on the key rate of the Bank of the Russian Federation. Subsidizing the rate on preferential loans for priority areas of agricultural development remains at the level of 70% of the Central Bank rate, for the rest - 50%. The pool of banks participating in preferential lending remained the same.
• The US Department of Agriculture again raised its estimate of the gross wheat harvest in the Russian Federation in the current agricultural year – to 87.5 million tons. The forecast for wheat exports from the Russian Federation has not changed and is estimated at 44 million tons.
• Inventories of grains and legumes, including corn, as of December 1, 2025, increased year-on-year by 20.46% and amounted to 37.43 million tons. Wheat reserves also increased year-on-year by 22.52% – to 22.87 million tons.
• Harvesting of grain and leguminous crops has been completed in the Stavropol region. The harvest amounted to 10.6 million tons, which is a record for the region. Including, the gross corn harvest is 11.5% higher than last year.
• The current year 2025 may be one of the three warmest years in the entire history of observations, reports the Hydrometeorological Center. The first and second places are shared by 2023 and 2024, 2025 will most likely take 3rd place. The European climate service Copernicus has also expressed the view that 2025 will be the second or third hottest year on record.
• Customs duties from December 17, 2025 on all grain crops will remain zero.
