The Ministry of Environment of Kazakhstan has published a draft order providing for amendments to the Methodology for calculating the recycling payment. It is planned to significantly increase payments for cars and agricultural equipment imported from Russia and Belarus, ElDala.kz reports.
“The project provides for eliminating the imbalance in the level of recycling fees between the Republic of Kazakhstan and the Russian Federation and the Republic of Belarus, as well as leveling the conditions for access of Kazakh cars to the market of the EAEU countries by bringing the mechanisms for calculating the recycling fee to comparable parameters,” the document says.
The Ministry of Industry and Construction reported that for cars and equipment produced in Kazakhstan, as well as imported from countries other than Russia and Belarus, recycling rates will remain the same, Tengrinews writes.
It is planned to increase payments for cars and equipment from the Russian Federation and Belarus, depending on engine size:
According to the Ministry of Industry, in Russia and Belarus additional payments (so-called customs coefficients) are applied to cars from Kazakhstan, although according to the rules of the EAEU, cars made in Kazakhstan should not be subject to unnecessary fees. Therefore, Kazakhstan is increasing its recycling fee to level the conditions.
In addition, the increase in fees is aimed at combating parallel imports. Agricultural equipment of Russian and Belarusian brands is assembled in Kazakhstan under licensing agreements. But sometimes finished equipment is delivered directly, bypassing these agreements. Increased recycling collection should stop such schemes.
