The Subcommission on Customs, Tariff and Non-Tariff Regulation, Protective Measures in Foreign Trade of the Government Commission for Economic Development and Integration adopted a number of decisions aimed at supporting Russian producers of grains and oilseeds, according to a press release Ministry of Economic Development
Taking into account the need to restructure logistics, the initiative of the Ministry of Economic Development and the Ministry of Agriculture of Russia to suspend the damping mechanism, which provides for a “floating” duty on the export of grain crops, was supported. It is planned to zero the duty rate until December 31, 2026.
With regard to the damper mechanism for sunflower oil and sunflower meal, the decision was supported not to increase the “floating” export duty above the level of August 2026 (7,748 rubles per ton of oil and 312 rubles per ton of meal).
The corresponding draft resolution will soon be submitted to the Government for consideration.
“These measures will help support producers and exporters of grains and oilseeds, oil producers who have encountered difficulties in exporting their products,” explained Vladimir Ilyichev, Deputy Minister of Economic Development of the Russian Federation.
“The decisions taken create more predictable conditions for the industry during the period of restructuring of export logistics. It is important for producers of grains and oilseeds to maintain opportunities to sell products both in domestic and foreign markets. We hope that the temporary adjustment of export duties will reduce costs for market participants, support the economics of production and ensure the sustainability of supplies of Russian agricultural products,” said Deputy Minister of Agriculture Maxim Borovoy.
